Government and Non-Profit Research Institutions will pay a one-time only Archive Capital Fee (ACF) and an ongoing Annual Access Fee (AAF) for all collections. The ACF is designed to help ensure that JSTOR has the necessary resources to meet its archival obligation as technology evolves and is paid only once upon licensing an institution's first JSTOR collection. The AAF helps cover the recurring costs of updating the archive, and maintaining access and support services for participating institutions.
JSTOR recognizes that providing access to information is much more central to the mission of non-academic research institutions than is archiving. The Archive Capital Fee (ACF) for Government and Non-Profit Research Institutions reflects that understanding. The ACF is paid only once upon licensing an institution's first JSTOR collection. With the licensing of subsequent collections, no further ACF will be required.
There are five JSTOR classifications for Government and Non-Profit Research Institutions: "Very Large," "Large," "Medium," "Small," and "Very Small." Institutions may participate in any of the single or multidisciplinary collections at any time and in any combination with other JSTOR collections.
