In developing a method for fairly classifying participants, we are doing our best to ensure that similar institutions end up in the same grouping. We have based JSTOR Classifications on the Carnegie Classification of Institutions of Higher Education. This classification "groups American colleges and universities according to their missions," and thus offers an opportunity to relate fees to the degree to which an institution regards research as a fundamental aim. Using Carnegie Classifications has the added appeal that they are well understood in the academic community and their assignment is done by a respected outside party.
We also use FTE enrollments as a way to modify classifications, taking into account the size of institutions. Smaller institutions that are likely to use JSTOR less are moved into lower fee categories. We are using publicly available data to make these classifications, but we will allow institutions to report their FTE figures to us. We combine the Carnegie Classifications and enrollments to produce five groupings as follows:
Very Large Institutions
All institutions classified by Carnegie as Research I are regarded by JSTOR as
"Very Large."
Large Institutions
All institutions classified by Carnegie as Research II or Doctoral I are
regarded by JSTOR as "Large."
Medium Institutions
All Doctoral II and Masters I institutions with FTE enrollments above 2,500 are
"Medium." Those Doctoral II and Masters I institutions with enrollments below
2,500 are "Small," while those below 1,000 are "Very Small."
Small Institutions
All Masters II and Bachelors I colleges with FTE enrollments of 1,000 or more
are regarded as "Small," while those below 1,000 are "Very Small."
Very Small Institutions
All Bachelors II institutions are "Very Small." Centers for advanced study and
foundation libraries are also placed in this category.
